A federal analysis revealed that 400 shades of lipstick contained lead in them. Lead is a carcinogen and can cause reproductive problems. According by the food and drug administration, 5 lipsticks made by maybelline and L'Oreal were among the top 5 most contaminated lipsticks. The Campaign for Safe Cosmetics has been pushing the government for years to set limits on lead levels in lipstick. The first reports of lead in lipstick dates back to the 1990s. 33 red lipsticks were tested by The Campaign for Safe Cosmetics, and found that two thirds of them contained lead. The FDA had their own testing, where they tested 20 lipsticks. They then expanded the experiment to 400 lipsticks.

If they can not substitute lead, then they should lower the concentrations of lead even though it may not be enough to harm humans.
